Voting as in, everyone makes a banner, people then vote on the best? or the voting on a person/names in a hat type deal?

What we do on another forum, is an artist agrees to draw a banner. Then an admin uses a random number generator to pick members (by member number of course). The member but have been active in the previous *amount of time*, have more than 50 posts, and see that they were chosen so they can consent and link to ref images.

I like the way it works. :)
