wanted: Wind / mobilicity cell phone

i am seeking a cell phone capable of tethering.  i do not care about the model just that it be able to tether.  condition must be fair with no cracks on the glass.  charger required and (bonus) if you have the tether cable.  depending on connection on the phone.

i can pick up anywhere the bus goes.

free if possible.   otherwise as little as i can get by paying
