ISO - Leatherworker/Designer

Fairly warned this post may read a bit long...

I'm looking for 2 things that may or may not be obtainable from the same person(s).

1) I need someone to take a design idea I have and turn it into a concept piece that can be used by a craftsman to make the item I want. The item in question is a leather vest with the following properties:

• Main body to be soft leather as opposed to the heavier jacket leather material
• Needs to be zip closure up the front of the garment
• Looking to have a cloth (probably fleece or similar) hood as leather doesn't 'sit' flat enough on the shoulders
• Would like the vest to have 2-3 buckles over the zipper area on the front that meld in well with the overall front of the vest and when worn open hang well aesthetically
• On the back, would like a brushed leather/suede feline paw-print surge sewn with red stitching around the paw components (pads) and red stitched claws
• Any additional texturing/patterning of the item as appropriate and reasonable to the actual manufacturability of the garment

2) I need someone who can make this item!

If anyone feels they can reasonably achieve one or both parts of this request PLEASE let me know... we can work out things like cost and measurements and such but I just need to know if anyone can actually do it at this point.
