Have you ever tried arbitration?  You can force the current landlord to lower rent and fix the problems.

Have a look at the BC Rental Tenancy Act.  There are clauses in there requiring landlords to perform repairs within a reasonable time frame.

Or Plan B for the occasion you don't find a new home.  Apartments are hard to come by right now due to the refugees coming into the country.
