Okay, so I'll tell you guys about the world I have been playing in with my friends. This may be a little long winded.

So, long ago, call it about 200 years ago, in another world, some young, enterprising commoner wanted magic and decided the best way to go about it was to divide by zero.

Because of this, rifts open up between that world and ours, and non-humans, (that is to say, furries) pour through. Not a whole lot mind you, but somewheres between ten and a hundred thousand. But they stayed hidden.

They stayed hidden out of caution, for magic doesn't work here, or fear, for being killed as monsters. When they got larger, several private groups, along with the more enlightened of governments hid them actively. Their existence went against church doctrine, and without that, there was no law.

Fast forward to 1980. The non-human population has boomed along with ours. The United States government has transferred oversight of the non-humans from the NSA to a private security firm, Devon-Marshall Inc, or simply Marshall. The thought being that the NSA had more pertinent things to deal with, what with the rise of Islamo-fascism, and more real, officially existing problems that the real, officially existing  population cared about. The US, as the US is want to do, twisted Canada's arm to do the same, there was simply too much overlap.

Marshall's first directive was to move the non-humans out of the subterranean catacombs under major cities, and into smaller communes in the middle of no and where. In 2010, the move is almost complete, with the exception of the New York Undercity (population ~500,000 non-humans, and 4,000 humans, a curiosity Marshall is trying to figure out.)

I'll take questions, if you have them.

Very interesting alternate reality, I could see myself liking it. Has District 9 overtones, certainly.

A few questions, though.
1) These non-humans, do they have their own governing groups?
2) Are any non-humans in public, or are they still a well-kept secret?
3) Do they have a military?

I do want to RP this out, but I dunno who/what I'd be yet.

1) Yes, in spirit, no in practice. Some have formed regional councils, elected mayors or magistrates of individual settlements, but the final say lies with Marshall in most cases
2) A very well kept secret. To civilization at least. As you get lower in the levels of the criminal underworld, you'll find the lines blur more and more. There are a lot of drug syndicates that will employ non-humans for the sheer deniablity of it (if the DEA gets word, Marshall will put them off it).
3) No. Absolutely not. Armed non-humans is the last thing that Marshall, or any other government would ever want. Well, they do get guns sometimes. Mostly for hunting, and nothing more than bolt actions.
