Old Digital Phone System

Any telecom furs out there?  I got an ancient toshiba strata dk40 phone system and ivp8 voicemail I acquired from a tech.  I wiped the system, and I'm no longer able to dial into the voice mail.   Keeps saying camp on.  Any help would be greatly appreciated.

Not familiar with that system; but from quick-research seems the camp-on is enabled for 'busy/in-use/etc' instead of voicemail?

I got the card in slot 6, and when I try and run program 03 and assign it to slot 06 I can only assign slot 00.

I've dug through many manuals trying to find out how to reprogram the camp on, suggestions I've seen say I need to use a hunt group.  NOT sure if that makes sense or not.
