I am offering commissions for head-sculpts for 1/6th scale or similar jointed figure bodies.
They're more like pose-able sculptures than action figures. A little too delicate for hard play.

Figures, clothing and accessories of varying quality are readily available, sold as packages or separately, almost everything about them is interchangeable.
A simple sculpt would include just the head, leaving plantigrade feet to be covered with shoes/boots.
A more complex head sculpt could include real/synthetic hair depending on availability.(I have a lot of light brown mohair at the moment.)
I can work for realism or stylized from someone's artwork. Some 2D stuff is hard to translate to 3D, but if multiple images of the head at different angles can be provided I can probably do it. I had moderate success with a Katia Managan head sculpt.

Hair does look frizzy here, it can be smoothed and held in style with spray laquer at the expense of further styleability.
I recommend gloved hands, though if we can find hands of the same colour as the skin of your character, I can texture and paint the backs of them to look furry, while leaving the spots that would wear over time from holding accessories unpainted.
A more advanced sculpt would include digitigrade feet, either fur textured or designed to look like a boot for digitigrade feet.
It's important that we find pants that hang past the ankle-joint.
I am going to look into making custom clothes which would also include a hole for tails, though others may be more skilled at sewing than I am. If anyone wants to offer to make custom clothes for action figures, PM me and I'll mention you as a resource at the bottom of the post.

I have a few male bodies presently available and ready to receive heads/feet. I purchase bodies with gloved hands when I can to keep on hand.
On average, you can expect to pay about $30-40 for a decent body on it's own including hands and feet, sometimes used sometimes new. Decent fully equipped figures can be purchased for $80+
If you would like to purchase a figure for this purpose I recommend consulting me first. If you already have one, and it is not quite suited to our needs it may be possible to modify it.
This will have a bearing on what kinds of shirts they can wear.
For example, my bull needs high collared shirts to hide the seam, where as the husky's neck fur looks ok when it's sticking out over the collar of the shirt.
It is also possible for me to texture any other parts of the body that you may wish to show if the neck seam can be hidden, part of the chest could be textured and painted to allow for a lower cut collar. Or if you put elbow and wrist bands on to hide the joints, forearms could be textured to match the fur, ect.
Everything is going to be dependent on the body we get.
Pricing:
These are all approximations, I will give you a quote based on the work I will need to do before I get started. These are all based on 1/6th scale. Larger scale will cost more.
A simple head could cost $50-70.
Adding hair will increase the price depending on materials costs, design, etc.
Digitigrade feet will be another $20-$30
Tails will depend on style and materials best suited to each figure.
Count on $30-40 for a body. Finding gloved hands for it can bring up some price.
Again, best to consult me about bodies if you plan on purchasing a figure yourself, otherwise I can purchase one best suited to our needs and get you a price on it.
I do need to have the figure in hand before I start so I can sculpt the head to fit it correctly and modify it in any way necessary.
PM me if interested!
