This isn't an offer or anything, more of a question.

I was supposed to send Star Wonder a necklace a few months back, and being the coward I am, ran when the necklace was found broken. At the time I did not know  would not be able to use/refund the money in a simple manner.
Is there any way to refund her?

could always send her the amount back as an normal transaction. Im not sure if you can refund with an unverified paypal. They should have it under their faq.
