i have a scrolling led sign that is in need of repair.  i have no idea of what to do to fix it.  so i ask for someone's help. 
it has one line that goes right to left, and up.  has a built in keyboard to program but i do not know what the keys and some features do.  runs off of 110v. 
at one time one line of lights did not work.  it sat for years and i plug it in and it works fine.  for all of about 5 minutes.  then random lights came on and now it doesn't work.
all i ask is for someone that has the skills to fix it to check it out and let me know if it is worth fixing.  then we can discuss the fix.

Have you thought of going to an electronic store and ask where to get led signs fixed? They may not be able to fix but give you suggestions or leads who to ask or what business to go to. Smaller stores may know more than big box such as Best Buy.

To take it a notch further, enter a store that has a similar led sign and ask the owner where they got the sign and whether they ever had to fix it.

It is hard to tell without a service manual, schematic or some paws-on diagnosis, the integrated circuit chip that controls the array of LEDs could have been damaged by static, temperature or humidity and cannot light certain lines. After a few years sometimes things just fail (electrolytic capacitors) and may need some replacement.

If you cannot send it in for repair for less than what it cost up retail, then it may be worth replacing it.
